Dhaka, Nov 1 ( –Migration of displaced persons and funds are the two priorities of the government to deal with the climate change disaster, state minister for forest and environment Hasan Mahmud has said.

“We need this fund. This is our right,” he told a press briefing on Climate Vulnerable Forum (CVF) meeting to be held on Nov 13 -14.

The foreign ministry and the environment ministry will jointly organise the conference.

The briefing was held at the foreign ministry on Tuesday.

Migration of displaced persons for changing climate was included in the text at the Cancun meeting of CoP 16, he said.

Foreign minister Dipu Moni said it was not possible to arrange migration for all the displaced persons.

“We should consider external migration.”


Mahmud said per capita emission of Bangladesh is only 0.3 tonne while it is 15 to 20 tonnes for developed and 1.6 tonnes for developing world including Bangladesh.

“Per capita emission of Bangladesh is much below the level of the developing world, and we should be compensated for that.”

He said in the Durban meeting of CoP 17 next month, Bangladesh would pursue to make Green Climate Fund operational.

The Climate Vulnerable Forum meeting in Nov will try to develop a common platform to raise voice jointly, he said.

UN secretary General Ban Ki-moon will attend the CVF and Bangladesh has invited 32 members and 28 observer states in the meeting.

“We hope eight to 10 ministers from different countries will attend the meeting,” said the foreign minister.

“We will not only get Dhaka Declaration but also working on developing draft modalities to make the forum more efficient.”

“In the meeting, we will identify vulnerable areas and protect the interest of Bangladesh,” she added.
